Government to procure electric vehicles more often

What changes?

Do you submit tenders to the government? And does this public procurement procedure specify a demand for vehicles? Every contracting authority is required to make sure part of the vehicles to purchase is clean. This obligation also applies to the contracting of services if cars are necessary to carry out the service. A number of cars used to supply the service should be clean as well.

This means that governmental contracting agencies will be buying electric cars more often or that the contracted service will be more often carried out using electric cars.

For whom?

  • passenger transport operators
  • public transport operators
  • companies collecting waste
  • mail and parcel carriers
  • electric vehicles dealers


The implementation of the European Clean Vehicles Directive is expected to come into force on 1 August 2021.

Please note: The effective date of this measure is not yet final. Entry into force is subject to its passing through the upper and lower houses of parliament or proclamation of the Order in Council (Algemene Maatregel van Bestuur, AMvB) or ministerial decree and publication in the Staatsblad or the Staatscourant (Governement Gazette, in Dutch).
