You have to apply for an OBM if:
- your business activities are covered by 1 of the OBM categories (in Dutch), for example waste, keeping animals, or materials processing
- if an environmental impact assessment (MER) is mandatory for you, but the assessment indicates that you do not need to do a further MER.
The provincial authorities will determine if your company’s activity fits the intended location.

Applying for an All-in-one Permit with limited environmental impact assessment
You apply for the OBM to your provincial authority or the service counter all-in-one permit for physical aspects (Omgevingsloket Online, OLO, in Dutch)
