Do you start or change a business and do your activities have a potentially negative effect on the environment? Then you have to apply for an All-in-one Permit for Physical Aspects limited environmental impact assessment (Omgevingsvergunning Beperkte Milieutoets, OBM, in Dutch) to the provincial authority.

You have to apply for an OBM if:

  • your business activities are covered by 1 of the OBM categories (in Dutch), for example waste, keeping animals, or materials processing
  • if an environmental impact assessment (MER) is mandatory for you, but the assessment indicates that you do not need to do a further MER.

The provincial authorities will determine if your company’s activity fits the intended location.

You can check if you need an OBM for your activity with the Activities Decree online module (Activiteitenbesluit Internet Module, AIM).

Applying for an All-in-one Permit with limited environmental impact assessment

You apply for the OBM to your provincial authority or the service counter all-in-one permit for physical aspects (Omgevingsloket Online, OLO, in Dutch)
