Fewer sales points for tobacco products

What changes?
Do you sell tobacco products? The coming years fewer and fewer places will be allowed to sell tobacco products and related products, such as e-cigarettes and refill packs.
The number of sales points will decrease step by step:
- From 2026: e-cigarettes, refill pack, and cartridges can only be sold in specialist tobacco stores.
- From 2030: tobacco products and related products can only be sold in convenience stores and specialist tobacco stores.
- From 2032: tobacco products and related products can only be sold in specialist tobacco stores.
For whom?
- sellers of tobacco products and related products, such as e-cigarettes and refills
When?
This change in the Tobacco and Related Products Act is expected to come into effect from 1 January 2026.
Please note: The effective date of this measure is not yet final. Entry into force is subject to its passing through the Lower and Upper Houses (Tweede en Eerste Kamer) of parliament. After publication in the Staatsblad or Staatscourant (Government Gazette, in Dutch) the law can take effect.
