Licence to offer remote gambling

What changes?

It will be possible to offer licenced online gambling or betting in the Netherlands. For example poker, casino games or sports betting. Right now it is illegal to offer games of chance via the internet. You may not offer games of chance like gambling through open television channels between 6:00 and 22:00 hours.

As a licenced provider of such games of chance, you must comply with the requirements concerning gambling addiction. You also pay towards a fund that contributes to the prevention of gambling addiction. You will not be granted a licence if you have been fined by the Netherlands Gambling Authority in the past.

Central exclusion register

A national register exclusion of games of chance will be established. In is people with addiction problems will be registered, either of their own accord or forced. If someone is registered he will not be allowed to take part in online gambling or betting, nor enter casinos or gambling halls.

It is expected the Act on remote gambling will come into force on 1 January 2021.

Entry into force is subject to its passing through the upper and lower houses of parliament or proclamation of the Order in Council (Algemene Maatregel van Bestuur, AMvB) or ministerial decree and publication in the Staatsblad or the StaatscourantExternal link (in Dutch).
