New rules to restrict profits and salaries in the childcare sector

What changes?

Are you an entrepreneur in childcare? From 2029 onwards your childcare organisation will no longer be allowed to make unlimited profits. Also, a maximum salary will apply to directors. They will not be allowed to earn more than the maximum salary in the public sector, which is currently €246,000 per year.  Childcare organisations will be subject to the Standard for Remuneration Act (Wet Normering Topinkomens, in Dutch)

To be able to make childcare virtually free, the government wants to allocate much more public money to childcare centres and childminding agencies. The restrictions on profits and salaries will offset this. This is in line with the important role childcare plays in society.

When?

It is not yet known when the law to have the childcare sector fall under the Standard for Remuneration Act, will take effect.

Please note: The effective date of this measure is not yet final. Entry into force is subject to its passing through the Lower and Upper Houses (Tweede en Eerste Kamer) of parliament. After publication in the Staatsblad or Staatscourant (Government Gazette, in Dutch) the law can take effect.
