Plain packaging for vapes and cigars
This change in law is going ahead: start preparing now
This act has been officially passed. You can start preparing your business.
For whom?
- manufacturers, importers, and vendors of vapes and cigars
What changes?
Do you sell cigars and e-cigarettes (vapes)? Soon these products will have to be sold in neutral packaging. This plain packaging requirement already applies to cigarettes and rolling tobacco since 2020.
Currently packaging for vapes and cigars is often made to look attractive. They may have a look of luxury, for example. The requirement of neutral packaging for vapes and cigars, should limit the appeal of the products.
When?
This change in the Tobacco and Related Products Decree (Tabaks- en rookwarenbesluit) will take effect on 1 January 2027 for newly manufactured or imported e-cigarettes and cigarillos.
Cigars other than cigarillos must have plain packaging from 1 July 2027.
Do you still have any products with the old packaging in stock? You can continue to sell e-cigarettes and cigarillos that have been produced or imported before 1 January 2027 until 1 January 2028. A longer transition period applies to other cigars. You may continue to sell these until 1 July 2029 if they were manufactured or imported before 1 July 2027.
