Information point for the deployment of telecom networks

Are you working on the construction of (public) telecommunications networks? Such as fibre-optic and 5G networks? For example as an operator or installer of telecom networks? This information point offers you assistance with:

  • where existing networks of other network operators or public authorities are available to deploy your own network
  • where you can join in civil engineering works carried out by other parties
  • which permits you need to install very-high-capacity networks (VHCNs, such as fibre-optic and 5G) and where you can apply for the permits online

Find existing physical infrastructure

With the help of these maps and registers you can locate existing facilities such as pipes, masts, and buildings (physical infrastructure) both above and below ground for the construction of your high-capacity network.

Key Register for Large-Scale Topography

The Key Register for Large-Scale Topography (Basisregistratie Grootschalige Topografie, BGT) is a detailed digital map of the Netherlands. This map shows physical infrastructure such as buildings and railway stations.

You can use this map to:

  • identify sites, such as tall buildings, for installing antenna systems

You can view, download, and import the BGT data directly into your own system.

Antenna Register

The Dutch Authority for Digital Infrastructure’s (Rijksinspectie Digitale Infrastructuur, RDI) Antenna Register lists all antenna installations for mobile communications in the Netherlands.

In the Antenna Register you can:

  • search for the locations of antenna installations
  • find detailed information about the physical infrastructure of the antenna installation
  • contact the owner of the existing installation to discuss shared use

Cables and Pipelines Information Centre (KLIC) 

The Netherlands’ Cadastre, Land Registry and Mapping Agency’s (Kadaster) Cables and Pipelines Information Centre (Kabels en Leidingen Informatie Centrum, KLIC) contains information on the (underground) location of cables and pipelines. This information is provided by the network managers for water, electricity, gas, and telecoms.

You can use KLIC to:

  • find information on existing (underground) physical infrastructure such as pipes, to make it easier to lay your own fibre-optic network.

If you make a location inquiry in KLIC, you will get information about the location of underground cables and pipelines in a specific area, as well as contact details of the relevant network managers.

View scheduled works you might join

The Kadaster introduces a new system in which you can view planned civil engineering works for new networks and other physical infrastructure.

This system allows you to:

  • see what work is being carried out by other network operators and public authorities
  • coordinate your planning
  • combine your work with that of other parties

It is not yet known when this system will be available. Once the Kadaster’s system is up and running, a link will be provided here.

Apply for a permit or approval for telecom networks

If you plan to lay cables and pipes, or build antenna installations, you may have to apply for an Environment and Planning permit or you may need an approval decision.

Applying for an environment and planning permit

If you are going to lay cables and pipelines in the ground, or build antenna installations, you may have to apply for an environment and planning permit via the Environment and Planning Portal (Omgevingsloket, in Dutch). In the Environment and Planning Portal you can check which rules apply in the municipality, province, or regional water authority. And you can apply directly for a permit or make a notification.

Applying for an approval decision

Will you be laying telecom cables or make changes to the cables? You must notify the municipality and apply for an approval decision to the municipal authority. The approval decision states the conditions for your works on public land.
