Approved Exporter permits
The European Union (EU) has trade agreements with many countries. Some trade agreements require you to have an Approved Exporter (AE) permit. Or you can use this instead of a certificate, such as a EUR.1 or EUR-MED. You must meet certain requirements.
What is the Approved Exporter permit?
The Approved Exporter (AE) permit (vergunning Toegelaten Exporteur zelfafgifte preferentiële oorsprongsbewijzen, TE) is for businesses who regularly export with a EUR.1 or EUR-MED certificate. An AE permit allows you to use an invoice declaration instead of a EUR.1 or EUR-MED. However, the country you trade with must have a trade agreement with the EU. And some trade agreements require you to use an AE. For example, if you do business with South Korea.
You may put the invoice declaration on the invoice yourself. You do not have to do this via KVK or the Customs Administration of the Netherlands. You put the number of your permit on the declaration. The invoice declaration then replaces the EUR.1 or EUR-MED. To obtain the permit, you must meet certain requirements. For example, that you keep proper records with the origin and designated use of the goods.

Applying for an Approved Exporter permit
You apply for an Approved Exporter Permit using the application form (in Dutch) on the Customs Administration website. If you have any questions, you can also contact KVK.
Exports to Türkiye
Do you regularly export goods to Türkiye? You can apply for the Approved Exporter permit to self-issue ATR Certificates (vergunning Toegelaten Exporteur zelfafgiftecertificaten inzake goederenverkeer, ATR). This permit allows you to self-issue ATR certificates when exporting goods to Türkiye, without involving Dutch Customs in the process.
