Do you produce or import car tyres? You must keep to the rules for the collection and processing of used car tyres. As a manufacturer or importer, you are responsible for the tyres until and including the waste phase (waste management). This is called producer responsibility.

What must you do?

You must among others:

  • accept a used car tyre for every car tyre provided;
  • accept a number of car tyres from the local council (the number depends on your market share);
  • process the car tyres you accept in a useful and responsible manner.

You must also inform your local council what average percentage your share of new tyres is (calculated over the last 3 years). These tyres must initially be for use in the Netherlands.

Used tyres offered by the local council must be accepted within 9 weeks. At least 20 percent in weight of all used tyres must be recycled.

Waste management fee

You must inform RecyBEM and you must pay a waste management fee to RecyBEM for every tyre (new or used) that enters the Dutch market. RecyBEM is a mandatory collection and management system for used car tyres. For every tyre that enters the market, RecyBEM collects a used tyre, and manages recycling and processing of car tyres.

Extended producer responsibility

Recycling and waste management are priority topics for the EU, and the coming years will see a shift towards extended producer responsibility and recycling of waste. You can find more information on these ambitions on the Rijkswaterstaat Environment website.
