Collecting and processing car tyres

If you produce or import car tyres, producer responsibility means you are responsible for managing the collection and processing of used tyres until the waste phase.

What must you do?

You must for example:

  • accept a used car tyre for every car tyre provided;
  • accept a number of car tyres from the local council (the number depends on your market share);
  • process the car tyres you accept in a useful and responsible manner.

You must also inform your local council what average percentage your share of new tyres is (calculated over the last 3 years). These tyres must initially be for use in the Netherlands.

Used tyres offered by the local council must be accepted within 9 weeks. At least 20 percent in weight of all used tyres must be recycled.

Informing and reporting activities

You must inform Rijkswaterstaat by email or by post (address Rijkswaterstaat, Afdeling Leefomgeving Afval en Circulair (LOAC), Postbus 2232, 3500 GE Utrecht) about the acceptance and processing of used tyres using this car tyre management form (in Dutch) within 4 weeks of commencing activities. Within 8 weeks, you will receive a decision from the Ministry of Infrastructure and Water Management on whether you are allowed to accept and process used tyres. If this decision is positive, you must also provide Rijkswaterstaat with an annual report with the results from the previous year every year before 1 August. The decision is valid for 5 years.

Extended producer reponsibility
