Go to the online service counter Omgevingsloket (in Dutch) to check if you need an environment and planning permit (omgevingsvergunning). 

In the Omgevingsloket you can see which rules apply in your municipality. You can then use the Omgevingsloket to apply online for an environment and planning permit or submit a notification.

Do the permit check in the Omgevingsloket to see which documents you have to submit.

  • Go to Omgevingsloket online (the online environment service counter, in Dutch).
  • Run a permit check to see if you need a permit or if you must submit a notification.
  • If you need a permit, you can apply for it at once online on Omgevingsloket or send in a written application. Log in with eHerkenning for businesses.
  • If you have to submit a notification, you can do so at once on Omgevingsloket. Log in with eHerkenning for businesses.

The costs depend on which environment permit you apply for. You also pay if you do not receive the permit. More information about rates can be found in the fees regulation on overheid.nl (Bijlage 1 / Hoofdstuk 2; Appendix 1, Chapter 2) (in Dutch).

The municipality has 8 weeks (short procedure) to assess your application. In some cases, the municipality will take up to 6 months (extended procedure) to assess your application. This may be the case if you want something different from what is stated in the environment plan (omgevingsplan). The municipality can extend the period once.

If your application has been rejected, you can submit an objection.

Has your application been approved? Then others have the right to object to the municipality’s decision. The municipality announces permit applications and decisions at: www.officielebekendmakingen.nl.

Good to know

You are not allowed to start the works before you have obtained the permit. If you start before that, you may have to undo the works at your own expense.
