Go to the online service counter Omgevingsloket (in Dutch) to check if you need an environment and planning permit (omgevingsvergunning). In the Omgevingsloket you can see which rules apply in your municipality. You can then use the Omgevingsloket to apply online for an environment and planning permit or submit a notification.

  1. Go to the online service counter Omgevingsloket (in Dutch).
  2. Perform the permit check; you’ll see whether you need a permit or if you should submit a notification.
  3. If you require a permit, you can apply for it immediately online through the Omgevingsloket or submit a written request. Log in using DigiD (for individuals) or eHerkenning (for businesses).
  4. If you need to submit a notification, you can do so directly in the Omgevingsloket. Log in using DigiD (for individuals) or eHerkenning (for businesses).

The fee you have to pay depends on the type of permit you apply for. Please note that you also have to pay the fee if your application is rejected.

The municipality has 8 weeks (short procedure) to assess your application. In some cases, the municipality will take up to 6 months (extended procedure) to assess your application. This may be the case if you want something different from what is stated in the environmental plan (omgevingsplan). The municipality can extend the period once by a period of 6 weeks.

If your application has been rejected, you can submit an objection. The following applies:

  • For a standard all-in-one permit for physical aspects (8 weeks), you must file an objection within 6 weeks after the decision has been anncounced. Instructions on how to do this are provided in the published decisions.
  • Does it concern an extended all-in-one permit for physical aspects (26 weeks)? Then it is issued a a draft decision. You can submit your opinion within 6 weeks. After that, a final decision will be made. You can appeal to the district court within 6 weeks. You can send your letter to: Rechtbank Overijssel, Zittingsplaats Zwolle, postbus 10067, 8000 GB Zwolle.

Good to know

You are not allowed to start the works before you have obtained the permit. If you start before that, you may have to undo the works at your own expense.
