Do you want to build or remodel? If so, you usually need a permit. From 2024, this will work differently from before. That’s because of the Environment Act, which came into force on 1 January 2024. Good to know: under the Omgevingswet, we will incorporate all existing zoning plans into the Omgevingsplan Maastricht.
An environment plan contains general rules of the municipality for the physical living environment. Every municipality has one environment plan under the Environment Act. In the environmental vision, the municipality says how it wants to develop and protect the living environment. It elaborates these choices in the environment plan. The environment plan thus contains the rules for the physical living environment.
Inspection
You can influence the creation of an amendment to the environmental plan. The draft environment plan will be announced in advance in the digital Municipal Gazette via overheid.nl. You can consult the announcements using the advanced search function. Search for ‘Maastricht’ or file number and tick ‘Gemeenteblad’ (under Document type).

Procedure
An amendment to the environmental plan always follows the uniform public preparation procedure in Section 3.4 of the General Administrative Law Act (extensive procedure). The legal procedure consists of a number of steps. For instance, the municipal council must notify the intention to amend the environmental plan. In preparation, the municipality must also sometimes make an environmental impact assessment (MER).
