Municipality Midden-Delfland: Working with the environment plan
Do you want to know the destination of a certain area? What can you or cannot (re)build on your land within the municipality? At the municipality you can view zoning plans. With a zoning plan, the municipality determines the function (use) of land and buildings. The plan gives all kinds of rules for houses, streets, shops, businesses, rural areas, etc.
The zoning plan is binding for both government and citizens. The zoning plan is adopted by the municipal council of the municipality in question.
How does it work?
When purchasing or renting a home, it is important to know what may and may not be built or changed in the immediate vicinity. Can an existing pasture be built on, can new roads be built or business activities be developed in the immediate living environment? Can I start a business at home and what requirements must that company meet and what are the neighbors allowed to do? Please note, for splitting or merging a home or using a property for another purpose (withdrawal), a separate permit is required on the basis of the Housing Ordinance.

How does the national website Ruimtelijkeplannen.nl work?
On the national website Ruimtelijkeplannen.nl you can search for plans by location (province, residential area, street, address) or by name. Please note that you can only fill in Schipluiden, Maasland or Den Hoorn ZH when you live. Middle Delfland is the name of our municipality, but not a place of residence. In addition, you can also find spatial plans by zooming in on the map of the website.
Why are not all zoning plans immediately visible on the national website?
The latest zoning plans can be consulted entirely digitally here. The plan map of these plans is immediately visible on the website.
Some of the zoning plans that apply within the municipality of Midden-Delfland are analogous (paper) plans. These analogue zoning plans will be replaced by new, digital zoning plans in the coming years. Of these plans you can only see the plan boundary on the overview map of www.ruimtelijkeplannen.nl. The documents associated with this zoning plan (plan map, regulations and explanations) have been scanned and can be downloaded as a PDF via www.ruimtelijkeplannen.nl. The scanned versions of the analogue zoning plans are indicative. Only the original zoning plans are legally valid. These can be viewed at the town hall.
How do I read a zoning plan if I can only see the plan boundary?
If you first press the “i” icon above the map and then click on the plan outline, you will see the details of the zoning plan on the right. With this information you will also see the references to the PDF files with the plan map, the regulations and the explanation.

You can also view the zoning plans at the Customer Contact Centre (KCC) of our municipality. You can report to the KCC for this. A space has been reserved where zoning plans can be viewed. If you wish, you can make an appointment with a spatial planning policy officer via the KCC
There are no costs associated for viewing the zoning plan. For copying a zoning plan, you pay a fee per copy.
