Starting a business or changing the way your business runs can have an impact on the environment. The national government has drawn up rules for companies to limit the environmental impact. Does your company have a facility? You can check this via the step-by-step plan on infomil.nl . If that is indeed the case, check whether a notification or permit is required. Use the question tree on the website of the Activities Decree Intermodule (AIM), aimonline.nl.

Does the demand tree show that you have to submit a report? Then go to aimonline.nl . Make the report at least 4 weeks before you start the company or change the business operations.

In some cases you need a permit to start or change the company. Apply for the environmental permit via the Omgevingsloket, omgevingsloketonline.nl . We will review the application and send you a letter about our decision. How long this takes depends on the procedure we follow.

There are 2 options:

Regular procedure

Is it a common and/or simple request? Then you will hear from us within 8 weeks. We can extend this period once by 6 weeks. Does it take longer than these 14 weeks before you have an answer? Then we have not adhered to the deadline for this procedure. According to the law, you are then automatically entitled to the permit. We call this the fatal term.

Comprehensive procedure

For applications that are more complicated, for example if adjustments to the zoning plan are necessary or if the environment comes under pressure, the municipality has a decision period of 26 weeks. We can also extend this once by 6 weeks. This extensive procedure does not have a final (fatal) term.

All-in-one permit for physical aspects (environmental permit)

If you start, change, or expand a business, you must apply for an environmental permit from the Online environment portal:

1.    Go to the online service counter Omgevingsloket online (in Dutch)2.    Log in with DigiD (for individuals) or eHerkenning (for businesses).

Making a report and applying for a permit are free of charge.

However, there may be additional costs, such as costs for a floor plan drawing or investigations that we have to carry out.

The municipality will need 8 weeks (standard procedure) to assess your application. Sometimes it can take 26 weeks (extended procedure), for example if you want to deviate from the zoning plan. The municipality can extend the period once by 6 weeks.

If you want to object, the following applies.

  • For a standard all-in-one permit for physical aspects (8 weeks), you must file an objection within 6 weeks after the decision is published. How to do this is stated in the published decision.
  • Does it concern an extended all-in-one permit for physical aspects (26 weeks)? Then it is issued as a draft decision. You can submit your opinion within 6 weeks. After that, a final decision will be made.You can appeal to the district court within 6 weeks.
