Municipality Helmond: Environment and planning permit for environmentally harmful activities
Companies that have a heavy impact on the environment need an environmental permit. You can apply for an environmental permit digitally at theOmgevingsloket online. The Omgevingsdienst Zuidoost-Brabant (ODZOB) assesses the permit application on behalf of the municipality and sends a letter about the decision.
You do not always need an environmental permit. In most cases, a notification is sufficient or you do not need to take any action.
If you are not sure whether you need an environmental permit, check via the Activities Decree Internet Module (AIM). If it appears that a notification is sufficient, you can immediately submit the notification digitally at the same location.
If the check shows that you need to apply for an environmental permit, you can do so digitally via the Omgevingsloket online. The Omgevingsloket online then asks you a number of questions, on the basis of which a customised application form is created. You fill this in. You add any attachments by uploading them. Which these are depends on the type of company and how big it is. Among other things, you submit:
- an acoustic report
- a soil investigation report
- an odour report
- an energy report
- an air quality survey
- a floor plan and/or
- a business plan explaining your business activities
Environmental management notification
You must submit the environmental management notification online via the AIM (in Dutch).
All-in-one permit for physical aspects (environmental permit)
If you start, change, or expand a business, you must apply for an environmental permit from the Online environment portal:
1. Go to the online service counter Omgevingsloket online (in Dutch)2. Log in with DigiD (for individuals) or eHerkenning (for businesses).
Making a notification and applying for an environmental permit are free of charge. However, there may be additional costs, such as costs for a plan drawing or surveys you need to have carried out.
In the case of an establishment or change permit, the application and draft permit are published for public inspection for 6 weeks. During this period, interested parties can submit written or oral comments. After the public inspection period, the application and the final permit are published and made available for inspection for another 6 weeks. In the case of an environmental permit with limited environmental impact (OBM) or environmental zoning change, there is no draft permit and a final permit is granted immediately, with only one period for inspection.
