Municipality Helmond: Fire safety measures for a building
If you use a building to bring many people together, it must be fire-safe. There are national requirements for the fire-safe use of structures. Nevertheless, in some cases the municipality imposes additional fire safety requirements. For primary schools and nursing homes, for instance.
In such cases, you must also apply for an environmental permit (previously known as a usage permit). You may not use the building until the municipality has issued the permit.
You do not need to apply for a permit in all cases. Sometimes a notification is sufficient.

You make a notification if:
- you have an equivalent solution for ensuring the required fire safety
- more than 50 people will be present in the building
- you rent rooms in the building to more than 4 people
You apply for an environmental permit if, among other things:
- your company or care institution has sleeping accommodation for more than 10 people
- your company provides day care for more than 10 children under the age of 12
- your company provides day care for more than 10 physically or mentally disabled people
- the use of the building involves fire safety risks

The municipality makes a decision within 6 months. The municipality can extend this period once by 6 weeks.
You first give your opinion on the draft decision (view). Do this within 6 weeks. Then you can appeal the municipality's decision to the court.
