Check if you need an environment and planning permit and apply

Go to the online service counter Omgevingsloket (in Dutch) to check if you need an environment and planning permit (omgevingsvergunning). In the Omgevingsloket you can see which rules apply in your municipality. You can then use the Omgevingsloket to apply online for an environment and planning permit or submit a notification.

Fire-safe use of buildings

You report if:

  • you have an equivalent solution for ensuring the required fire safety
  • more than 50 people will be present in the building
  • you rent out rooms in the building to more than 4 people

You can apply for an environmental permit if:

  • your company or care institution has sleeping accommodations for more than 10 people
  • your company provides day care for more than 10 children under the age of 12
  • your company provides day care for more than 10 physically or mentally disabled people
  • the use of the building entails risks for fire safety

Do the permit check in the Omgevingsloket to see which documents you have to submit.

Applying or submitting a notification

  1. Go to the online service counter Omgevingsloket online (in Dutch).
  2. Run a permit check to see if you need a permit or if you must submit a notification.
  3. If you need a permit, you can apply for it at once online on the online service counter Omgevingsloket or send in a written application. Log in with DigiD (for individuals) or eHerkenning (for businesses).
  4. If you have to submit a notification, you can do so at once via the online service counter Omgevingsloket. Log in with DigiD (for individuals) or eHerkenning (for businesses).

The fee you have to pay depends on the type of permit you apply for. Please note that you also have to pay the fee if your application is rejected.

The municipality has 8 weeks (short procedure) to assess your application. In some cases, the municipality will take up to 6 months (extended procedure) to assess your application. This may be the case if you want something different from what is stated in the environment plan (omgevingsplan). The municipality can extend the period once by a period of 6 weeks.

If your application has been rejected, you can submit an objection to your municipality.

Has your application been approved? Then others have the right to object to the municipality’s decision. The municipality announces permit applications and decisions at: www.officielebekendmakingen.nl.
