Buildings must meet fire safety regulations.
In some cases, you must notify the municipality that you are going to use the building; this is called a notification of fire safety-compliant use (gebruiksmelding brandveilig gebruik) .
You must apply for an all-in-one permit for physical aspects (omgevingsvergunning) for fire safety-compliant use.

Find out moreIf you manage a building or other structure or if you are planning to erect one, you must take a number of measures to use that building or structure in a fire-safe manner. The regulations that must be met are laid down in the 2012 Building Decree. You will find a checklist on the website of the national government that you can use to check whether you comply with the Use Decree. Download the checklist and complete it. The municipality or the fire service checks the same points during an inspection. This way you avoid problems later on.
An environmental permit for the activity ‘fire-safe use’ is required for the use of certain buildings, such as primary schools, healthcare institutions and larger hotels. If the use of the structure is fire safe according to the municipality, you will receive an environmental permit. For the use of other structures, a notification is sufficient or no permit or notification is required at all.
Applying or submitting a notification
- Run a permit check to see if you need a permit or if you must submit a notification.
- If you need a permit, you can apply for it at once online on the online service counter Omgevingsloket or send in a written application. Log in with DigiD (for individuals) or eHerkenning (for businesses).
- If you have to submit a notification, you can do so at once via the online service counter Omgevingsloket. Log in with DigiD (for individuals) or eHerkenning (for businesses).
