In a building where there are many people, rules are in place to ensure fire safety. These are measures and actions designed to prevent a fire or to contain it for as long as possible. As the owner or operator, you may in some cases need authorisation to ensure the building is used in a fire-safe manner.

When do I need to make a notification?

A notification is required in the following situations:

  • where more than 10 people are accommodated overnight (e.g. a hotel, guesthouse, hospital, nursing home or care home);
  • where more than 10 children under the age of 12 are cared for during the day (e.g. a primary school, nursery or after-school care centre);
  • where more than 10 people with physical or intellectual disabilities are present during the day;
  • where more than 50 people are present in a building at the same time (excluding dwellings and residential buildings);
  • if you are letting rooms in a dwelling to four or more people;
  • if you comply with the fire safety requirements of the Buildings and Living Environment Decree (formerly the Building Decree);
  • if you make use of equivalence (a technical solution that achieves the same objective as the applicable requirements)

Applying or submitting a notification

  1. Go to the online service counter Omgevingsloket online (in Dutch).
  2. Run a permit check to see if you need a permit or if you must submit a notification.
  3. If you need a permit, you can apply for it at once online on the online service counter Omgevingsloket or send in a written application. Log in with DigiD (for individuals) or eHerkenning (for businesses).
  4. If you have to submit a notification, you can do so at once via the online service counter Omgevingsloket. Log in with DigiD (for individuals) or eHerkenning (for businesses).

The cost depends on which all-in-one permit for physical aspects you apply for. You must pay even if your application is rejected.

You must submit the notification at least 4 weeks before you start using the building. The local authority will assess whether the notification submitted is complete and complies with various laws and regulations. The notification will not be published. You will be notified within 4 weeks as to whether it has been approved.
