Registration of waste transporters, collectors, dealers, and brokers (VIHB)

Do you act as a collector, carrier, dealer, or broker of industrial or hazardous waste in the Netherlands? You must have a VIHB registration. You will then get a VIHB number and be included in the national list of carriers, collectors, dealers, and brokers (VIHB list). 

A VIHB registration is mandatory for: 

  • transporters of waste (V)
  • collectors of waste (I) 
  • waste dealers (H) 
  • waste brokers, except logistics brokers (B) 

Registering on the VIHB list 

You have to register with NIWO (National and International Road Transport Organisation) to be included in the national VIHB list. To be able to register, you must demonstrate: 

In some cases this is not necessary. For instance, if you already have another permit for which you meet these requirements. For example, if you already have a Euro licence. If you are active in inland shipping, then you only need proof of reliability to obtain a VIHB certificate. Check which requirements apply for your VIHB registration. 

Carriers from abroad 

Carriers established in EEA countries satisfy the criteria when they have a valid EU transport licence. They must enclose a copy of their Euro licence with their application. 

Carriers established outside the EEA must have proof of reliability, such as a certificate of conduct issued by the competent authority in their country of origin. They must also provide an extract of their registration with the Chamber of Commerce in their country. Instead of the CBR certificate of professional competence, they can submit an equivalent certificate issued by their own country's competent authority. 

Searching a VIHB number 

When you are submitted to the VIHB list, you get a VIHB number which is included in the list. Anyone can search the VIHB list for a registered business (in Dutch). The VIHB number shows the activities for which you are registered. The letters stand for the activity. For example: a business with VIHB number 123456VI is registered for transport (V) and collection (I). 

Online registration procedure via Message Box 

Using Message Box, you can apply online to NIWO for inclusion in the VIHB list. Message Box is a secure email system that enables you as an entrepreneur to exchange digital messages with Dutch government agencies.
