Subsidy for hydrogen in mobility (SWIM)

Do you want to invest in hydrogen filling stations for heavy road transport, hydrogen-powered vehicles, and/or hydrogen-powered equipment? And will you do so together with other entrepreneurs? You can apply for the Hydrogen in Mobility subsidy scheme (Subsidieregeling Waterstof in Mobiliteit, SWIM).

You can use SWIM to build or expand hydrogen filling stations suitable for heavy road transport. The filling station you want to build may be suitable for trains or ships as well (multimodal). You can also use the subsidy to buy hydrogen-powered vehicles and hydrogen-powered logistical equipment, such as heavy forklift trucks, or convert existing vehicles or equipment to hydrogen (retrofitting).

What are the conditions for SWIM?

To apply for the SWIM subsidy, you must meet the conditions (in Dutch), among others:

  • You work together with other entrepreneurs. The partnership consists of at least 1 hydrogen filling station operator and 1 transport or logistics company.
  • You apply for a subsidy to build 1 or more new hydrogen filling stations, repurpose refuelling stations, or upgrade existing hydrogen filling stations.
  • Your hydrogen filling station has a capacity of at least 1,000 kg of hydrogen per day.
  • The vehicles listed in your application will use at least 300 kg of your hydrogen filling station's capacity. At least half of that must be used by trucks over 3,500 kg (3.5 tonnes) and heavy passenger buses over 5,000 kg (5 tonnes).
  • You have applied for, or already have, an environment and planning permit for building, or expanding your hydrogen filling station.
  • You have not yet submitted an application for this location in 2026.
  • Your project takes no longer than 3 years.

How do you apply for SWIM?

You can apply for the SWIM-subsidy to RVO from 1 April 2026 until 13 May 2026.

You will need to supply several documents with your application, for example a quotation with evidence of the daily capacity of the hydrogen filling station (in Dutch).
