Reimbursement for entrepreneurs in affected sectors (TOGS)

The government awards entrepreneurs in a number of specific sectors who have been affected by the corona measures a one-time, set reimbursement of €4,000 (tax free). This is called the Reimbursement for Entrepreneurs in Affected Sectors COVID-19 (Tegemoetkoming Ondernemers Getroffen Sectoren COVID-19, TOGS).

Who qualifies for the €4,000 reimbursement?

The reimbursement is for those SMEs, with or without staff, that suffer loss because of:

  • necessary closing of their enterprise
  • restriction of meetings and/or
  • curtailment of travel.

General requirements

You qualify if your company complies with among others these conditions:

  • Your company has been established and registered with the Dutch Chamber of Commerce (KVK) before 15 March 2020.
  • Your main or secondary activity is registered with the Dutch Chamber of Commerce (KVK) under a required SBI codeExternal link (in Dutch).
  • You expect fixed costs of at least €4,000 in the period 16 March through 15 June 2020, even taking into consideration other government support measures.
  • Your company has a physical establishment in the Netherlands and this physical location is registered with the KVK.
  • Companies not in the hospitality sector have at least 1 branch that is not the home address of the owner(s).

Additional conditions

For some types of business additional conditions apply. These are:

Hospitality establishments with SBI codes 56.10.1, 56.10.2 and 56.30

  • Your home address and business location may be the same.
  • You must rent, lease or own at least 1 establishment.

Itinerant trade(including market and street trade, taxi transport, driving schools and fairground attractions)

  • Your home address and business location may be the same.
  • You do not have a fixed establishment but you have substantial fixed costs to operate your business (for instance your driving instruction vehicle).

Suppliers

  • You suffer turnover loss because at least 70% of your turnover under normal circumstances is generated by businesses affected by the corona measures.
  • And/or you suffer turnover loss because at least 70% of your turnover is normally generated from activities that have been prohibited or discouraged as a result of the corona crisis.

(Health)care providers

  • You expect a turnover loss of at least €4,000.
  • You expect at least €4,000 in fixed costs, even taking into consideration the reimbursement by care purchasers and other government support measures.
  • You must be able to show documents from your accounts over 2020 recording the reimbursements of care purchasers.

Agricultural leisure enterprises

Is your main activity registered with SBI code 01 (Landbouw, jacht en dienstverlening voor de landbouw en de jacht)? In that case you can only apply for this €4000 reimbursement if you have a secundary activity registered with SBI code 55.20.1, 55.20.2, 55.30 of 93.29.9. Your turnover loss must be related to these activities.

Secondary activities added to TOGS

As of 29 April 2020 entrepreneurs can also apply for the €4,000 reimbursement (TOGS) if 1 of their secondary activities is registered under a required SBI code. Every entrepreneur whose secondary activities were registered in the KVK Commercial Register on 15 March 2020 can use the SBI toolExternal link to check the SBI codes for those activities. If the SBI codes are on the list of required SBI codes for TOGS, you can apply.

The conditions for applying remain the same: you must have suffered a turnover loss of €4,000 and have fixed costs of €4,000 for that activity. If you already applied for TOGS with your secondary activity before 29 April and received a rejection, you don't have to re-apply. Your application will be re-evaluated.

Advice tool to find out if you are eligible for the TOGS measure

You can use RVO’s advice tool to check if you comply with all requirements to apply for this reimbursement. Take the following steps:

  1. To find out your SBI code, you can enter your KVK number in RVO's search toolExternal link (in Dutch). This tool then checks if your main activity’s SBI code is on the list of required SBI codes.
  2. Write down you SBI code. You will need the SBI code to enter in the advice tool to help you find out if you comply with the conditions.
  3. Enter your SBI code in the Dutch-language advice toolExternal link and answer all questions to find out if you are eligible for this reimbursement. Please note that this tool only provides an advice and is not an application for this measure.

Notifying SBI codes

If you find that your SBI code is not up to date or is incorrect, you can notify the Dutch Enterprise AgencyExternal link (RVO, in Dutch).

How to apply for the €4,000 compensation?

You could apply for the Compensation for affected sectors measure (Tegemoetkoming Ondernemers Getroffen Sectoren COVID-19) with the Netherlands Enterprise AgencyExternal link (RVO) until Friday 26 June 17:00 hours.

Please note: You may be eligible for the Reimbursement for Fixed Costs (TVL). If you fulfil the requirements, you can apply for this measure from the end of June.

After your application

RVO tries to decide on your application within 3 weeks. If your application is granted, it will take a couple of days before the funds are in your account. Why only an amount of €4,000 per company?

The emergency package firstly consists of generic measures with regard to labour costs and liquidity support. In addition to this, there is this emergency package for entrepreneurs in a number of specific sectors, affected by government measures to combat the corona crisis. Speed is of the utmost importance, which is why a simple design with a fixed amount has been chosen.
