What changes?

Do you sell smoking products from a webshop? From 2023 the sale of tobacco products and related goods via online channels will be banned.

Smoking products are tobacco products or related products. Related products are electronic cigarettes and refill packs/cartridges, with and without nicotine, and herbal products for smoking.

For whom?

  • owners of webshops that sell smoking products
  • manufacturers and importers of smoking products

When?

This change in the Tobacco and smoking products Decree (Tabaks- en rookwarenbesluit) is expected to enter into effect on 1 January 2023.

Please note: The effective date of this measure is not yet final. Entry into force is subject to its passing through the Upper and Lower Houses (Eerste en Tweede Kamer) of parliament or proclamation of the Order in Council (Algemene Maatregel van Bestuur, AMvB) or ministerial decree and publication in the Staatsblad or Staatscourant (Government Gazette, in Dutch).
