Seagoing vessels allowed private armed guards

What changes?

Do you work in shipping or security? Ship managers will under certain conditions be allowed to take on armed private security guards on merchant ships as protection from piracy in the Gulf of Aden.

Ship managers can ask the coastguard’s permission to take armed private security on board.

Maritime security companies that supply armed security guards must have a licence from the Human Environment and Transport Inspectorate (ILT) to offer their services to ship managers.

When?

It is expected this change in the Ships Act (Wet ter Bescherming Koopvaardij) is expected to come into force on 1 January 2022.

Please note: The effective date of this measure is not yet final. Entry into force is subject to its passing through the upper and lower houses of parliament or proclamation of the Order in Council (Algemene Maatregel van Bestuur, AMvB) or ministerial decree and publication in the Staatsblad or the Staatscourant (in Dutch).
