An event is a 'publicly accessible act of entertainment'. What is important is whether the activity is private. This means that the event takes place at your own location, for your own people, without introducers. No tickets are sold or (in any form) entrance fees paid. Also, no media coverage may be sought for the activity. In the case of a private activity, you do not need to make a notification.
