Are you organising an event with up to 150 attendees, such as a street party or neighbourhood barbecue? Then report this small event to the municipality. You do not need to apply for an event licence.
Do you want to organise an event with more than 150 attendees? Then apply for an event licence. With the application you submit a number of documents. In addition to the event permit, you may also need permission to use the ground and serve alcohol outdoors.
For small events with up to 150 attendees, you need to notify the municipality no later than 10 working days before the event. For events with more than 150 attendees, apply for the event licence at least 3 months before the event.
In the following cases, reporting an event is sufficient:
- It is, for example, a street party, neighbourhood barbecue, street play day or non-commercial flea market
- The event is at 1 location
- There is a maximum of 150 attendees
- The event takes place between 10 a.m. and midnight
- There is no noise pollution
- No music may be heard before 7 a.m. and after 11 p.m.
- Keep at least 1.5 metres free passage on footpaths and at least 3.5 metres on the carriageway for emergency services, bicycles and other traffic. - You only place small objects with a surface area of less than 25 m2 per object
- Digging in public land to fix a tent, for example, is not allowed. For this you need permission from the municipality
- You may not nail signs in trees or stretch ropes between trees and bushes
- When the event is over, leave the terrain tidy
The municipality of Gooise Meren is in no way liable for damage and/or injury.
There may be additional requirements, for example on fire safety for a neighbourhood barbecue. Would you like to close a street? If so, contact the municipality.
The municipality does not subsidise a small event.

When you need an event permit:
- There are more than 150 attendees
- For example, it is a festival, commemoration, fair, parade, party, music performance, competition on or near the road, martial arts competition
- The event is in several places at the same time
- The event is on or along a through or public road or the event is on private property and publicly accessible
- It is necessary to close the street for the event
- The event obstructs emergency services (ambulance, fire and police)
- The event also takes place after 0.00 a.m.
- There is noise pollution. For example, music can be heard after 11 pm
- You are also placing objects larger than 25 m2
- You will set up tents, bouncy castles, bars, mobile toilets, etc.

Multi-year permit

If you apply for an event permit, you have to submit a number of documents.
Location drawing or floor plan
Submit a location drawing or ground plan. The drawing or floor plan (scale 1 to 100) shows:
- All objects and facilities larger than 25 m2. Add the dimensions
- The location of the music installation and stage
- The location of the speakers (including a north arrow)
- An overview of the surrounding area with surrounding houses
Detailed situation drawing or floor plan per room
Will more than 150 people be present during your event in a marquee or at a stage or grandstand? Then we need a detailed situation drawing or floor plan per room. This detailed situation drawing or floor plan contains additional information:
- The maximum number of people allowed in the space
- The area per room available for persons
- What you want to use the space for
- Where, for example, stands, stalls and stages are located
- Where the fire and smoke barriers, escape routes and emergency exits are located
- To which side a passage in an escape route opens
- The width of emergency exits and escape routes
- How the escape routes are marked
- Where the emergency lighting is located
- Where fire extinguishing facilities are
- Where the fire entrance is

Certificates
You will submit copies of certificates:
- Copies of certificates and inspection reports including construction calculation(s) of objects and facilities such as a stage or grandstand
- Copies of first aid and BHV certificates
Traffic
You submit a traffic plan: a plan with signs and diversion routes. In case of a parade or contest, it also contains a detailed description and drawing of the route.

Would you like to serve alcohol from a temporary, mobile tap? Then you need a dispensation for serving liquor containing weak alcohol.
Exemption from entry ban Naarden Vesting
If you want to enter Naarden Vesting with vehicles longer than 7 metres, you need an exemption from the Naarden Vesting entry ban.
Compulsory e-learning for traffic controllers
If you want to deploy traffic controllers, they must pass the traffic controllers exam (an e-learning) of Stichting Verkeersregelaars Nederland (SVNL). A code is required to do the e-learning.
- You can obtain the codes for the e-learning by requesting a declaration of consent from the Traffic department via the contact form.
- With the statement of consent, you can get the code for the e-learning from the SVNL
- Once the candidates have passed, send the names, initials, address details, birth and passing dates of the successful traffic controllers to the municipality using the contact form
- You will then receive an appointment decision from us. Please note that we need 10 working days to prepare the appointment decision.
- Only once you have received the appointment decision from us can you deploy the traffic controllers

If you wish to set off professional fireworks, you must submit an application to Omgevingsdienst Noordzeekanaalgebied.

Processing of complete application for event permit
- If you have submitted all documents and information, we will process your application within 13 weeks
- The municipality may extend this period once by a maximum of 8 weeks
