Events are activities open to all and taking place (for the most part) in public spaces. Small events that have a limited impact on public order, safety and the environment only need to be notified. For other events, you apply for a permit.

For some, small events, you do not need a permit. You can then report the event free of charge.

You do not need a permit if:

  • no more than 250 people are present or expected to be present at the same time;
  • the event is not a martial arts gala, car or motorbike event;
  • the event takes place in a public place or in a building accessible to the public for which a user permit has been issued;
  • the event does not last longer than 1 day;
  • the noise level at the facades of surrounding residences does not exceed 75 dB(C);
  • the event does not take place on the main road structure or a road used for public transport;
  • only small objects are placed such as a party tent, barbecue or bouncy castle;
  • the event does not start before 1 p.m. on Sunday, Easter Monday, Whit Monday, Christmas Day and Boxing Day and on other days not before 8.30 a.m;
  • the event ends no later than midnight on Fridays, Saturdays and officially recognised public holidays and at 11 pm on other days.

A notification must be made no later than 2 weeks prior to the event.

Does your event not comply with the rules of a notifiable event? Then you must apply for an event licence. Apply online for an event permit.

You apply for an event permit no later than 16 weeks prior to the event. We process an event permit within 8 weeks. We can extend this period by 8 weeks.

Please note: To obtain a permit, you must submit various documents. An application without these attachments is incomplete and cannot be processed. Which documents you need to submit with the application is determined by the activities you organise. For more information on the documents to be submitted and submission requirements, see the ‘Plan making’ section.

Please note: the following sections contain multiple links to information (in Dutch language) on the website of municipality Helmond.

We will try to answer all your questions as soon as possible and to the best of our ability.

You will need to include the following information in your application:

Site plan

A situation drawing for your event shows where you want to place everything, such as tents, stages, bouncy castles and barbecues.

Schedule/programme overview

Drawing up a scenario helps you think through the risks you may face during your event.

Event safety plan

In a safety plan, you indicate what measures you will take as an organiser to ensure everyone’s safety during the event.

Traffic plan

Consider in advance what impact your event may have on traffic. For example, if you are going to close a road or need to divert traffic. Record this in a traffic plan.

Construction plan

Are you going to set up large objects such as tents and stages? If so, in some cases you are required to enclose construction drawings and calculations with your application.

In these, you describe per object how you will use the structure and provide information about fire safety, the construction and the measures you will take in case of extreme weather.

You can check whether you need to a submit a notification or an application for an event permit via the ‘Check online’ link below. You can log in with DigiD.

We will ask you for attachments. Under the heading ‘Required for the application’ you can read which appendices you may need.
