An event is entertainment publicly accessible to the public. Depending on the size and the impact, a permit or notification is required for the organisation of an event.

The municipality of Hulst distinguishes three types of events:

  • Category A: Event subject to notification
  • Category B: Regular event
  • Category C: Risk event

Category A: Event subject to notification

A notification suffices if the event satisfied the following criteria:

  • The event will not last more than a day;
  • Music will no longer be played after 21:00 o’clock;
  • The event will end at the latest at 00:00 o’clock;
  • The event is not also or mainly aimed at attracting visitors from outside the district and/or town centre;
  • Through roads will not be closed during the event;
  • The event will not take place in a (temporary) building like a tent or shed / warehouse;
  • The event will not be held in or near an environmental and/or nature conservation area;
  • The event is not a circus performance.

Category B: Regular event

This is the case if one or more criteria that are mentioned under category A are not satisfied, and:

  • There is question of amplified or live music after 21:00 o’clock, or
  • Further traffic measures are required, or 
  • Some nuisance or disturbance to the surroundings can be expected, which can usually be limited through standard measures and rules

Category C: Risk event

This involves events where it can be expected that considerable risks to the public order, public (road) safety, public health, or the environment arise. This can be caused by the large numbers of visitors, the significant noise impact and/or the large number of traffic movements. In these instances, standard rules cannot suffice and additional attention of the police, fire brigade and/or regional medical assistance organisation is required. Prior consultation with the organisation at an early stage is also required and a safety plan must be part of the application.

Registration of events subject to a permit obligation

In order to guarantee police deployment during events subject to a permit obligation at an early stage, it is important that you register your event with the municipality before 1 November of the year prior to the event. After registration, your event is included in the regional coordination of events and in the schedules of police deployment during events. If your event has not been registered before the indicated date then this may imply that the organiser needs to deploy additional security during the event in order to guarantee the public order. Please note that the registration of your event does not qualify as a permit application.
