Municipality Montferland: Applying for an event licence
In addition to the completed application form, we need a few other details from you to be able to process your application. You must upload these details at the end of the form. Therefore, make sure that you have these to hand in a digital format. If the application is incomplete, we may decide not to process your application.
Do you wish to organise an event and do you have any questions? Montferland has an event coordinator. Therefore, you no longer need to research to whom you should address your question. Applying for an event permit
Provide the following information in your application:
- A completed application form (accessed with your DigiD or eRecognition).
- Map of the location and/or street map (route, march, convoy and/or itinerary).
- Drawing (to scale) of the event site, with all the buildings, structures/objects, fences/barriers with entrances and emergency exits to the site, parking facilities, access and parking spacing for emergency services.
- Ground plan (scale 1:100) of all the structures/objects with measurements and any safety provisions provided.
- Emergency plan/safety plan (first aid, security, telephone numbers, etc.). Template available, see the bottom of this page.
- Mobility plan. Template available, see the bottom of this page. This is mandatory for events attended by more than 1,000 people and/or when temporary traffic measures are required.
- Play book/programme
- Appendix showing that temporary structures such as tents, podia and tribunes are (structurally) sound.
- Drawing (to scale) of the campsite with roads, paths and access points.
- Submission requirements based on the “Fire-safe use and basic emergency assistance for other places decree” (Besluit brandveilig gebruik en basishulpverlening overige plaatsen):1. Sketch of site plan with North arrow;2. Ground plan either drawn to scale or with dimensions showing all existing structures (such as tents, stands, stalls and podia) larger than 25m²;3. Ground plan of all structures intended for more than 150 people, indicating the highest occupancy number. The following should be indicated for each structure: 4. The surface area available per person;5. Its intended use;6. The provision of inventory and items of equipment (such as stands, stalls and podia) with an indication of the location of the following, where provided:
- fire and smoke barriers;
- emergency escape routes;
- direction of rotation of turnstiles;
- emergency exits and escape routes indicating their width;
- escape route markings;
- emergency lighting;
- fire extinguishers, and
- fire brigade access.
You can include up to 45Mb of attachments with your application. If you wish to send more (or larger) attachments, please send them to evenementen@monferland.info.
The General local regulation (Algemene plaatselijk verordening) defines what is understood by an event.
- Perform a permit check. Are you organising an event for the first time and are you unsure whether or not you need a permit for your event? Then do the permit check. For example, memorial ceremonies, street markets, parades, (street) parties, neighbourhood barbecues, music performances, jumble sales and competitions on or alongside the road are all considered to be events.
- Do you not need a permit? Then we would like to list your event on the municipal events calendar. Please register your event.

You can request an event permit from the municipality. Do this on time and start at least six months in advance. If you do not submit your application to us at least 12 weeks in advance, or if your application is incomplete, we may decide not to process your application.
Do you, or does someone else, disagree with the municipality’s decision? Then you or someone else can file an objection within a 6-week period.
