First, see if the event falls under small events or regular events. You do not need a licence for a small event. You can read more about this under the heading Conditions.

You do not need to apply for a licence  for a small event. The following conditions apply to a small event.

A small event is a one-day event where:

  • the number of attendees does not exceed 100 people
  • the activities take place on Monday to Saturday between 08:00 and 24:00 or on Sunday between 13:00 and 24:00
  • no music is played on Mondays up to and including Saturday before 8 a.m. or after 11 p.m. or on Sundays before 1 p.m. or after 11 p.m.
  • the activities do not take place on the roadway, (moped) cycle path or parking lot and/or otherwise form an obstacle to traffic and the emergency services
  • when using a building, the conditions of use arising from the notification of use belonging to the building are met
  • only small objects are placed with a surface area of ​​less than or equal to 32 m² per object
  • when placing several market stalls and/or taking up stands, a minimum free passage (walkway) between the objects of 2 meters has been realized
  • the activities take place in such a way that access to the road(s) and the accessibility of the buildings along these road(s) is guaranteed for the emergency vehicles by a minimum free lane roadway of at least 3.8 meters wide and 4.2 meters high
  • fire hydrants, fire pits and emergency exits must be kept clear
  • the participants in a walking and/or cycling activity are regular road users and do not deviate from existing roads and paths traffic controllers
  • are/have been appointed and deployed to accompany a parade or procession
  • permission has been obtained from the entitled party/owner of the space or land used
  • the necessary measures are taken to prevent the municipality of Olst-Wijhe, or a third party, from suffering damage as a result of the event
  • after the event, the public space is completely clean and returned in its original state. Any damage and/or destruction will be repaired at the expense of the organiser
  • any orders and/or instructions from officials of the police, fire brigade and/or municipality will be strictly followed
  • there is an organizer

The application form gives us a good picture of your event. You fill out a standard form with questions about your event. For example, it contains questions about the location of the event, but also questions about traffic and noise.

We use the application form and safety plan template for all events. That is, not every question on these forms applies to every event. You may skip the questions that do not apply to the event.

You make an overview drawing of your event yourself. The overview drawing must meet the requirements of the Fire Safe Use and Basic Emergency Response Other Places Decree (BGBOP). The BGBOP contains national basic rules for fire safety and basic emergency assistance. The fire service checks on the basis of the drawings whether the event meets the fire safety requirements.

The following submission requirements apply to the overview drawing:

  • Situation sketch with north arrow
  • Map with a size or scale indication on which objects are shown

When a tent/building is used, the following information is requested per accommodation space, if present:

  • Available surface area for persons
  • Intended use (e.g. party tent, cloakroom, coin sales)
  • Arrangement of inventory and furnishing elements (e.g. stands, stalls, stages, bar)
  • Fire and smoke-resistant partition constructions (e.g. walls in buildings)
  • Escape routes
  • Direction of rotation of passageways
  • Emergency exits, indicating the width of the emergency exit (e.g. single or double door) and how far the emergency door can be opened (e.g. 90°, 180°)
  • Escape route indications
  • Emergency lighting
  • Fire extinguishing facilities
  • Fire brigade entrance (please have a separate entrance for emergency services)

It is useful to use symbols when creating the drawing.

You provide a safety plan. A template is available for this, but you can also create your own safety plan. For example, in the safety plan you fill in questions about the presence of first aid.

The costs consist of application fees. How much you pay depends on the nature and size of the event.

Your application must be submitted in full no later than 8 weeks before the start of the event.

You can object to the decision on your application. Do this within 6 weeks. Do you then disagree with the decision on the notice of objection? Then file an appeal with the court.
