Municipality Smallingerland: Applying for an event licence
If you want to organise an event then you must apply for a permit for it. Sometimes, a notification suffices. When you fill in the form you will automatically see whether you are filing a notification or applying for a permit.
Applying for your permit well in advance. Applications for large events must be submitted at least 12 weeks in advance. Applications for smaller events must be submitted at least eight weeks in advance
A notification can suffice if your event fulfils the following conditions
1. that it takes place during the period between 09:00 and 24:00 o’clock;
2. that it takes place at one location;
3. that there is question of one identifiable organiser;
4. that only some small objects with a total surface area of at most 30 m2 are placed;
5. that it does not take place on a through road, unless dispensation was granted for this;
6. that it does not hinder the accessibility of emergency services, in the course of which free access to the premises must at least be available at a width of 3.50 metres and a height of 4.20 metres;
7. that no amplified music is played; and
8. that the sale of food and beverages is out of the question.

- Contingency routes for the emergency services
· Layout drawing 1:100 containing:
- The dimensions of the temporary establishment

- Objects that are placed (tents, stages, stalls, stand, sound boxes, (play) attribute, first aid station, etc.)
- The location of the entrance and exist with thereto-pertaining door width and direction of rotation
- The location of special activities, e.g. baking / barbecuing / frying, fireworks / open fire, etc.
- Location of power unit
- Location of gas bottles
- Storage location for gas bottles
- Emergency and orientation illumination
- Escape route indication
- Portable fire extinguishers
- Doors that can be opened without a key or other separate object
- Sanitary facilities
- Tap points
· Safety plan
· Security plan
· Traffic plan (including contingency plan)
· Route outlined on a map containing the position of the traffic controllers

Notifying the event

The processing time for the permit application amounts to eight weeks. The municipality can extend this time limit once.
You can send your notice of objection digitally to the municipality by completing the objection form on our website with your DigiD. You can find this form at www.smallingerland.nl/bezwaar.
If you prefer lodging an objection by post then you can send your notice of objection to:

Make sure that you submit the notice of objection within six weeks after the date that this message has been sent. You consequently prevent us from no longer being able to handle your notice of objection. You include the following in the notice of objection:
- Your name, address, date, signature, and preferably the telephone number on which you can be reached during the day.
- A description of the decision against which you are lodging an objection (include the date of despatch and the reference of the decision or include a copy of the said decision);
- The reason you disagree with our decision.
Please take into consideration that the submission of a notice of objection does not have suspensive effect. If you want this time limit to be suspended then you can - in addition to the submission of the notice of objection - apply for preliminary relief (Section 8:81 of the Dutch General Administrative Law Act). You can do this with the Court in Preliminary Relief Proceedings of the District Court for the Northern Netherlands, Administrative Law Division, PO Box 150, 9700 AD Groningen. You must pay court fees for this. You can obtain further information about the level of the court fees and the payment method from the Court Registry.
