Municipality Veendam: Applying for an event licence
You want to organize an event. For a small event you have to notify the municipality. For a larger event you apply for an event permit.
A small event is a small activity in the public space that does not last longer than 1 day and no more than 100 people are expected to attend. This can be, for example, a flea market, street party or neighborhood barbecue. You are reporting a small event.
Are you organizing a larger event? Then you apply for an event permit.
You can reserve a date and location for your event early on the event calendar. This reservation is an advance notice. This does not mean that you will already receive the permit. You still need to apply for your event permit.

Large events with more than 2,000 visitors must be notified 16 weeks in advance. Smaller events require 8 to 14 weeks’ notice.
You do not need a permit if your event meets the conditions below:
Small event:
- There are fewer than 100 visitors at the busiest time.
- The event is outdoors and lasts no longer than 1 day.
- The event is between 08:00 and 24:00 or on Sunday between 13:00 and 22:00.
- Traffic and emergency services will not be affected by the event.
- You place a maximum of 2 small objects with a surface area of less than 10 m2 per object. For example, a bouncy castle or barbecue.
Large and medium event requirements
Send us a script and safety plan. We will review this. Among other things, this is for the safety of participants and visitors in case of emergencies. Include at least the following:
- An evacuation or safety plan such as deployment of security, first aid and a traffic plan with an emergency route for emergency services.
- A map of the event site (in case of a market an overview of stallholders).
- An overview with contact persons and phone numbers.
- An explanation of the program of the event (who, what, where, when).
- Send us the fully completed permit application in time. Do this at least 10 weeks before the event takes place.
Apply for an event permit from the municipality where you will hold the event. You should also report small events to the municipality. Remember to do this on time.
Reserving a date
You can reserve a date and location for your event on the events calendar. To do so, call us at: +31598 652222. This reservation is a pre-announcement. This does not mean that you will already receive the permit. You still need to apply for your event permit.
Small event:
- Log in with DigiD and notify the event online.
- A notification of a small event must be received by the municipality 3 weeks before the event.
Large event
Make your application or notification for the event online.
- Log in with DigiD and apply online.
- Send us a fully completed permit application at least 10 weeks before the event takes place
You provide the following information:
- What type of event it is.
- How many people you think will attend.
- Where do you want to hold it.
- On what day and at what time you want to host it.
- A drawing of the layout of the event.
- If the public road needs to be blocked off, indicate this on a drawing as well.
Would you like to discuss your plans with someone from the municipality first? That is also possible. Then make an appointment.
Is the event cancelled? Also report this to us. Please also inform us why the event is cancelled.
Reporting a small event costs nothing.
You do pay for a permit for a large event. The cost varies. It depends on how big the event is. You can find the costs in the fee regulations.
You will be notified within 8 weeks. The municipality may extend this notice period once.
Do you disagree with the decision? You can file an objection with the municipality. Do this within 6 weeks after you receive the decision. If you then disagree with the decision on your objection, you can appeal. You can do this with the court.
