The responsible road authority can either be the Directorate-General for Public Works and Water Management (Rijkswaterstaat, RWS), the municipal authority, or the provincial authority. You can look up the responsible authority on the Road Authority Map (in Dutch).
Costs for a permit for closing a public road

- Dispensation Road Traffic Act 1994 (for instance to drive a tractor on cycle lanes).
- Dispensation Motor vehicle Decree and Traffic rules and signs Decree.
- Permit for the use of a provincial road.
