A Certificate of Good Conduct (VOG) is proof of good behaviour. Employers or organizations can request a VOG.

Apply for a Certificate of Good Conduct online

Do you want your (new) employee to apply for a VOG? See in which three ways you can arrange this together with your employee.

  • completed and signed application form 
  • all the documents you need to attach according to the application form 
  • valid ID

Authorize someone else

If someone else apply to the municipality for the VOG, that person will bring the following: 

  • completed application form with all requested documents 
  • copy of your ID 
  • his or her own identity card

Your employee can apply for a VOG in various ways. 

Apply for a VOG through the municipality

  • Your employee will receive a form from your employer or other organization. 
  • Your employee submits this fully completed form to the municipality where he/she is registered.

Apply for VOG onlineYour employee can only apply for a VOG online if the application has been prepared online by the employer or other organization. 

  • Your employee will receive an e-mail that he/she needs a VOG. 
  • Your employee can log in with his/her DigiD via a link in this e-mail. 
  • Your employee checks the data. 
  • You employee confirms that the data is correct.

Request a VOG directly from JustisYour employee must apply for the VOG directly from Justis if he/she: 

Authorize someone elseSomeone else may also apply for the VOG. We call this empowerment. 

  • Your employee indicates in a letter to whom he/she authorizes and signs the letter. 
  • With this letter, the authorized person goes to the municipality. 
  • This person must have the ID from your employee (or a copy of it) with them. 
  • The person must also be able to identify himself.

Apply for a VOG RP for a company, association or foundationA company, association or foundation can apply for a VOG for legal entities (VOG RP) from Justis. This is not possible with the municipality. An official representative of the company, association or foundation makes the application. This is, for example, a director, partner or manager.

VOG application: € 41.35

Voluntary organizations that work with children or people with intellectual disabilities can qualify for a free VOG.

Within 8 weeks of receipt of the application, Justis will make a decision. Justis decides on behalf of the State Secretary for Security and Justice whether your employee will receive a VOG. In practice, your employee will usually receive a VOG within one and a half weeks. If research by Justis shows that your employee has been in contact with the Ministry of Justice, Justis will check whether this is relevant to the purpose for which the statement was requested. In that case it often takes more than 2 weeks before he/she receives a message. 

  • VOG: your employee will be notified within 4 weeks of receiving your application. 
  • VOG RP: your employee will be notified within 8 weeks of receipt of your application.

If Justis is unable to issue a VOG, your employee will be notified in writing. Your employee can object by letter. In this he/she must explain why he/she should receive the VOG. After receiving the objection, Justis will make a final decision. If that is a rejection, your employee can object again. He/she may submit the decision to the administrative court.
