Subsidy for SME collectives to make travel behaviour more sustainable
Does your organisation represent small or medium-sized enterprises (SMEs) in the Netherlands? The Subsidy scheme for SME collectives to make travel behaviour more sustainable (Subsidieregeling Collectieven mkb Verduurzaming Reisgedrag, COVER) helps affiliated employers promote sustainable travel options to their employees to influence their long term travel behaviour.
What are the conditions for COVER?
You can apply for this subsidy if you meet the conditions, such as:
- Your organisation represents SMEs. For example a trade association, entrepreneurs' association, industry association, business improvement district (biz), or a park management association on an industrial estate.
- Your project or activity intends to make the travel behaviour of your SMEs’ employees more sustainable in the long term. And this is aimed at both commutes and business travel.
- Your project or activity must reduce at least 1 kilogram of CO2 for every €0.75 of subsidy you receive. This emission reduction must structural and permanent, also after the subsidy ends.

You can apply for the COVER subsidy scheme with RVO from 13 January to 1 October 2026, 12:00 hours.
