Using a mobile crusher

Do you want to use a mobile crusher at a demolition site in the Netherlands? Then you must notify the municipality in advance. You can do this via the Omgevingsloket online service counter.

A mobile crusher is a machine with which you can make construction and demolition waste smaller. This includes excavators and shovels for transporting debris and granulate. And the screens that connect to the mobile crusher.

Rules for crushers

You must comply with the regulations for mobile crushers (in Dutch). These include, for example, rules on:

  • safety
  • soil and air quality
  • nuisance caused by noise, vibrations, or dust

You must ensure that your work does not have a negative impact on the surroundings. For example, by not running your mobile crusher unnecessarily. This is called your duty of care.

Duty to report and duty to inform

If you use a mobile crusher this may cause nuisance. So, you must report your work to the municipality. You make this notification via the Omgevingsloket (in Dutch) at least 4 weeks before starting work. The notification must include the following information:

  • the address or the location where you want to use the mobile crusher and exactly where it will be placed
  • the dates and times when the crusher will be in use
  • an estimate of the amount and type of construction and demolition waste that will be released
  • the noise level of the mobile crusher (in decibels, dB)

Before you start work, you must inform the municipality again. Do this at least 2 working days in advance. You must also have certain documents (in Dutch) with you during the work. These include, among other things, the notification, the inspection and maintenance schedule for the mobile crusher, and certification or proof for the installation of tanks, filters, and other facilities.

Note: The rules on this page are for the use of mobile crushers for a maximum of 3 months. Are you using a crusher for a longer period, for example to recycle rubble waste? Then different rules apply (in Dutch) .

Online notification procedure via Message Box

Message Box has not yet been linked to the Omgevingsloket. This means that you cannot make a notification of use of a mobile crusher via Message Box. Message Box is a secure email system that enables you as an entrepreneur to exchange digital messages with Dutch government agencies.
