Do you want to build a water management structure in the Netherlands on, over, or next to a provincial waterway? For instance, a bridge, jetty, bank facility, or harbour basin? Then you may need a permit from the provincial authority, to submit a notification, or to provide information.

You need a permit from the provincial authority if you want to carry out any of the following activities for a water management structure in provincial waterways:

  • dig
  • build
  • reroute or re-lay
  • rebuild
  • modify
  • prevent the use of/decommission
  • dismantle (clean up)

Do you need to moor a vessel or pontoon at a fixed location to carry out your building activities? You must apply to the provincial authority for dispensation.

Check if you need an environment and planning permit and apply

Go to the Environment and Planning Portal Omgevingsloket (in Dutch) to check if you need an environment and planning permit (omgevingsvergunning). In the Environment and Planning Portal you can see which rules apply in your municipality, province, or regional water authority. You can then use the Environment and Planning Portal to apply online for an environment and planning permit or submit a notification.

Online application procedure via Message Box

Message Box has not yet been linked to the Omgevingsloket. This means that you cannot apply for a permit or exemption via Message Box. Message Box is a secure email system that enables you as an entrepreneur to exchange digital messages with Dutch government agencies.
