Permit or dispensation for provincial public road structures

Do you want to build a structure on, across, or alongside a provincial road? Such as a bridge or an overpass? In the Netherlands, you need a permit or exemption from the provincial authority for a public road structure.

at your municipality, province, or water authority

You need to meet some conditions in order to get this permit or exemption:

  • the road should be managed by the provincial authorities (in Dutch)
  • your structure or activity must not endanger traffic
  • your structure or activity must not damage the road or roadside

All the rules are listed in the Environmental Regulation (in Dutch) for the province in which you are going to perform the work.

Check if you need an environment and planning permit and apply

Go to the Environment and Planning Portal Omgevingsloket (in Dutch) to check if you need an environment and planning permit (omgevingsvergunning). In the Environment and Planning Portal you can see which rules apply in your municipality, province, or regional water authority. You can then use the Environment and Planning Portal to apply online for an environment and planning permit or submit a notification.

Online application procedure via Message Box

Message Box has not yet been linked to the Omgevingsloket. This means that you cannot apply for a permit or exemption via Message Box. Message Box is a secure email system that enables you as an entrepreneur to exchange digital messages with Dutch government agencies.
