Do you have a driving school in the Netherlands, and is your student ready to take a theoretical test, a practical driving test, or an intermediate test? If so, you can schedule a test with the Central Office for Motor Vehicle Driver Testing (Centraal Bureau Rijvaardigheidsbewijzen, CBR). You can only scheudle driving tests if you meet the CBR's requirements.

Register your driving school

You register your driving school with CBR to be able to book tests (in Dutch). After you register your driving school digitally, you receive an application agreement which you will need to sign (in twofold). You must return the application agreement together with a filled out application form and a copy of your WRM competence card. You finalise your registration by paying the entry fee for new driving schools.

Requirements for booking tests

If you want to schedule a driving test with the CBR you must make sure:

  • You are registered as a drving school owner with the CBR.
  • Your student has authorised you.
  • Your student has submitted a declaration of health via mijn.cbr.nl (in Dutch).
  • Your student must be old enough to take the test. The age depends on the vehicle category they take the test for.

Theoretical test

You can book a spot for your students to take the tehoretical test through the CBR. For the categories passenger car (B), motorbike (A), and moped (AM), students can also book their own theoretical test.

Attending driving tests

You can attend your student’s practical driving test if the test guidelines allow for it. Only 3 people are allowed in the vehicle during a test. CBR may choose to reserve the 3rd seat for someone else, such as a secondary examiner.

You must show your valid WRM competence card. During the exam you may not distract the sutdent or the examiner. Do you also act as a translator for your student? You are only allowed to directly translate questions from the examiner.

Requirements for driving school vehicles

The CBR sets requirements for driving school vehicles in general (in Dutch). The vehicle must meet the legal requirements during the test. If the vehicle is used in a practical drving test, it must apply to additional requirements. These requirements are, among others:

  • clearly visible pedals for the examiner
  • additional left- and right-hand side external mirrors
  • recording equipment in the car must be turned off
  • well-functioning climate control (from 1 November 2026)
